What is this from? I've never seen this before, is it from a really obscure Space Channel 5 game of some kind, or an All-Stars game I've never heard of?

Hello! Last week I was looking at old Space Channel 5 websites through the WayBackMachine and found this:
It is not the full file, it is just a screenshot taken from it.
But when I went to search for it again, I could not find it, so please help me find it again!
